Meeting Minutes

Members Present: Arlene May, Walter Naleyzty, Carol Posey, Ernest Wert, Rick Anderson, Robert May (Summer Manager), Cathy Eppard (Secretary/Treasurer). Absent: Robert Croaker and Victor Kams.

The meeting was called to order at 10:40 a.m. by Arlene May.

The minutes of the August 24, 2003 meeting were read. A motion was made by Rick Anderson and seconded by Ernest Wert to accept the minutes as read. Motion carried.

The treasurer's report was given. A motion was made by Rick Anderson and seconded by Ernest Wert to accept the treasurer's report as given with a correction on the date of estimated bills to be changed to October. Motion carried.

Ron Delpiere-Smith, web designer, will be added to the mailing list for meetings in the future. He gave us an update on the web site and a demonstration of the proposed completed site. The web address will be http://swissalpine.delpiere.com. His e-mail address is ron@delpiere.com. E-mail addresses will be created for information requests to the board and secretary/treasurer.

The president's and manager's report were given. New signature cards frotti the bank are being signed to cover expenditures over the winter. Upcoming bills include approximately $1,200 for the repair of the dump truck, $440 for pickup tires, and $500 for fuel. Repairs have been made to the air lines in the aeration system and drainage pipes have been reburied. A winter manager will need to be selected and trained by Stan to run vehicles for roads. Problems with property cleanup will be verbally discussed with the property owner, and if they are non-compliant other arrangements will than be made.

Concern was expressed about the fire hydrant access on Swiss Alpine. Carol Posey said she would check with Lincoln Township to see if its location still meets their requirements and make them aware of the problem.

Discussion was held on the update of the Swiss Alpine Rule and Regulations book. The Complaint Form and Driveway Rules will need to be added. Members of the board are asked to look over the complaint form and make changes as needed. This item will be tabled until the next meeting when proposed updates can be discussed.

The job description update for the road maintenance position was added to the rules and regulations book.

The fire debris on Lot #250 has not been corrected. One more attempt will be made by phone to see what the status is on the property. If cleanup is not completed within the next 30 days, Swiss Alpine will take care of the problem and bill the lot owner.

Discussion was held on the Bell property. A certified letter was sent to the Bell's outlining the requirements to bring the property up to an acceptable level. No reply has been received from the Bell's at this time. The letter sent will be incorporated as part of the minutes of the meeting. 

The status of the goat and dog problem was reviewed. Verification will be made to see if the goats are still present on the property. In addition, a letter will be sent to Thomas' reference their dog running loose.

Ernest Wert reported on the planting of fish in the lakes. Different breeds of fish were discussed and more information is necessary. This matter will be tabled until the next meeting.

Discussion was held on the cost of heating and maintaining the campground building. Updates will need to be made in the near future.

The placing of "For Sale" signs on property was discussed. Real estate agents and property owners need to be reminded that no "For Sale" signs are permitted on Swiss Alpine. Members can place their property that is up for sale on the bulletin board at the clubhouse, and the real estate agents can place signs outside of Swiss Alpine on the road.

The question of building permit approval by the board through the township was discussed. The township has been cooperative in notifying us of building permits issued and sending approval back to Swiss Alpine. Walter Naleyzty will check with the township again reference this policy.

The signs and posts that were picked up from the road commission need to be cut down for use by Swiss Alpine. Dick Allarding needs to have two people to complete the task. Board members volunteered to help him with this project.

Discussion was held on the hiring of a winter manager. Walter Naleyzty is interested in the position. A motion was made by Carol Posey and seconded by Rick Anderson to hire Walter Naleyzty as winter manager and use Tim Schember, Bob Croaker, and Ernest Wert as back up for plowing. Motion carried.

Rick Anderson brought up the subject of spraying the beach area to remove weeds. The DNR will not approve spraying chemicals that close to a water source. It was decided to rototill the beach to remove the weeds.

James Priester, representing the Campground Committee, asked about the possibility of having a donated dryer located in the campground bathhouse for use by members to dry hunting clothes. The donated dryer is available and members can pay for the use by placing money in the payment box along with their camp rental. The board found no problem with installing a donated dryer as long as the increased utility cost is paid by the users.

The next meeting is scheduled for October 19 at 10:30 a.m. in the clubhouse.

A motion was made by Carol Posey and seconded by Walter Naleyzty to adjourn the meeting at 12:40 p.m. Motion carried.
